667    Bulletins, which are more substantial publications, are 
       done by the BLS, with its own working funds, and are 
       available by purchase.  Summaries are done at the request 
       of and under contract to the Employment Standards 
       Administration, U.S. Dept. of Labor, and are available at 
       no cost. 
667    Per call to BLS, surveys of larger "more important" 
       metropolitan areas were generally published in "Bulletin" 
       series; less extensive surveys of smaller, "less 
       important"  metropolitan areas were published in "Summary"
       series.  As an area grew, its survey might be upgraded 
       from "Summary" to "Bulletin" and then generally remained a
       "Bulletin", though a few areas flip-flopped from "Summary"
       to "Bulletin" and back. Some areas individually surveyed 
       as "Summaries" merged (e.g. Dallas/Ft. Worth) to become 
       "Bulletins."  But chronological coverage of Summaries and 
       Bulletins rarely overlaps.  Hence, the earlier prohibition
       of linking "Summary" titles to "Bulletin" titles is lifted
       and titles in "Summary" and "Bulletin" series can be 
       linked and/or collapsed as necessary.
